Dr. Woodrow "Woody" Wilson Jr. is the administrator/CEO for the parish of Caddo, where he manages the daily functions of Caddo Parish government, overseeing eight departments and over 400 employees. He recently announced his retirement after 22 years of service to Caddo Parish.

“It’s kind of like a new life, or a new beginning, every spring,” said Margaret John, vice president of the Red River Crossroads Association, which puts on the festival. “It’s a community effort to beautify our part of north Caddo Parish and to give back to the community.
